In an interview with EFE, Diego Godin the partner of Joao Miranda in the central defense at Atletico Madrid responded like this on a question on possibly losing Miranda this summer:
“Him at Inter? I wish my teammates and my friends the best, because I care for them. We hope he stays at Atletico because he is a great player who has given a lot of joyous moment to Atletico. If he leaves it will be because he has taken a personal decision or because it benefits the club. So I can only wish him the best because he is also a great person, even though it would be a great loss. People know how much this player has given the club, in terms of hard work for the team and the club. I would like him to stay with us.”

Pretty sure this does not mean much. I don’t think Miranda can officially become an
inter player until July so technically, there is still a chance he stays at Atletico.

After copa America, I think inter has verbal agreement with him right now.
