I think transfer bans mean the club can’t bring a new player in that particular transfer window. But they can negotiate and sell players. Vrsaljko is a very good player. He would definitely improve the team.

I remember reading that Atletico can still sell players even with the transfer ban. They just simply can’t register any new players to their club until January – So that will effect their willingness to sell any players also. They also don’t have that much depth at the RB area: Vrsaljko + Juanfran if I recall correctly. I think one of their CB’s had to play as a RB last season due to injuries on both of their RBs.
So I don’t believe that we actually have a chance to sign Vrsaljko right now.
