No, loan from a foreign club DOES count. Otherwise, there are infinite number of ways to sign multiple non-EU players. You can always opt for a 1-2 year loan + mandatory purchase in that case.

That’s actually possible, just like our plan to buy Calleri then loan him out to Bologna because we’re out of non EU spot last season. But somehow that plan collapsed, probably because Calleri’s price got inflated after his sporting rights were sold to a third party investment group (much like the Doyen group).
What usually happens in such chase is to buy the player through another club — which Inter did with Maxwell and Julio Caesar in the past. For instance, we can ask one of the smaller clubs in the league to use their spare non-EU slot to purchase Gabi Jesus on our behalf and then sell him back to us in January. (FIGC does not allow newly-signed non-EU players to move to another Italian club before the next transfer window opens.) In this case, Gabi won’t count against our non-eu slots as it will technically be a transfer between Italian clubs. And, of course, we should pay in advance to the relevant club for all costs to be incurred from the circuitous transaction — transfer fee payable to Palmeiras, the player’s half-season salary, and handsome compensation for using up their non-EU slot
