Although that seems like a long shot, especially with the 32-year-old stating that he did not want to leave Argentina and retire at Boca, he does have a contract until June 2018 having signed with the club just last year following his 10 year stint in Europe.

Not true you can reclaim some spots by shipping non-EU players outside Italy, or releasing them, or even by them gaining EU citizenship I think.
That’s beside the point though as Palacio has a Spanish passport so doesn’t even count as non-EU.
I believe that’s how it used to work, but the rule was changed recently by Serie A to force teams to have more domestic players.
