It is no longer a secret, Barcelona are taking a new approach and are excited upon Rafinha’s return from his loan at Inter last season.

The passage is referring to Rafinha’s growth away from the club, finding regular playing time after missing much time due to injury and not having the opportunity to get first team looks due to a congested midfield Barcelona has had.
The official agreement of the Nerazzurri has also been exposed from source, Pais, from Barcelona: “Inter had no obligation to redeem Rafinha as it was published, not even with the qualification for the Champions League.”
Inter have been hoping to find a way to bring Rafinha back to Milan. Barcelona have been firm on what they want and have not been able to come to an agreement with Inter.
