Inter is not ready to pay that cash right away, but if the payment can be postponed 12 months then maybe. The non-EU player transfer rules are more complicated than a simple quota. Here’s a useful link that explains how it works:

Basically you can buy non-EU players without restriction from other Italian clubs. If you have 3 or more non-EU players in your squad you can buy up to 2 non-EU players only to replace existing players you sell to a foreign club, or that are released, or who become EU citizens since the previous transfer window.
Honestly the system is kind of broken and open to exploitation. Hence the practice of ‘parking’ non-EU players at Livorno, Chievo etc so they can be transferred to a larger club in the next window.
I also haven’t heard anything about the non-EU transfers being lifted from 2 to 3, which I’ guessing means it didn’t happen.
I have been trying to look it up on Google and still can’t see anything to reference. The best explanation I could find was still a year old.
Isn’t Firmino out of the picture since we have used our two non EU signing quota for this season.
I thought they increased it to 3 from this season onwards?
