Thats the reason why in the past inter have bought non-eu players (julio cesar, maxwell etc etc many) and then placed them on loan at another club like Chievo initially. This used Chievos non-eu spot and then 6 months later Inter could sign them without having to spend a non-eu spot on it.
In theory Inter could sign every single non-eu player that already plays in italy without any restrictions.
