I agree. 45m + bonuses is already the appropriate figure we could get from him. Considering he doesn’t achieve anything for the time being at Inter, except for personal stats. Asking for 55m is rather overboard.
No one will buy Perisic this high another time. Next season he’s already 29, his value could drop as much as to 20~25m by summer 2018 just because the age.

Is his market value really 30M if Man Utd is willing to pay 45M? Where did you get that number from? Surely his market value is whatever a team in the market is willing to pay. In this case I am positive that United are willing to pay 50M or even 55M, since Mou really wants him and they do not lack cash. They are just trying to save as much as possible in the process, but now we are dictating the conditions.
The defacto source of truth is transfermarkt. Just because you found a rich suitor doesn’t mean the market value has increased (what if Man Utd loses interest in Perisic?). Now, Man Utd may overpay for Perisic…and that’s certainly good for us. I just don’t see them going that much higher than 45M + bonuses at this point. If they do, good for us.
