It says ‘locked’ not blocked. It means the deal is locked down, a done deal, just hashing out some terms with the contract. With these few signings the team is looking better already. The prospect of Jovetic or Depay joining would be amazing but realistically I don’t think it’ll happen. Though I can hope.
The term blocked here means that Inter have reserved him. In Italian this term refers to this.

Yep. The directors are really doing an exceptional job with basically no transfer funds so far. All the nay-sayers can hardly still be pessimistic.
We do still need another quality forward and probably one quality winger/wingback. I wonder if Thohir is waiting for the other pieces of the team to be in place before making one (possibly expensive) marquee signing, like he did with Hernanes in January.
